







Director
Gary, having been appointed by the Boys State Commission, is the Director of the California Boys State program. His duties include preparing the budget, securing all necessary contracts with the venue site, and recommending the appointment of the Chief Counselor and other Administrative Staff. Gary has served on the staff since 2021 and previously served on the Boys & Girls State Commission for nine years. He is a Past Commander of The American Legion Department of California. In 2024, Gary was elected to serve a 1-year term as American Legion National Vice Commander for the Western Region. He currently serves as the President of the Board of Directors of The California Boys & Girls State Foundation. He retired from the United States Navy in 1989 as a Senior Chief Petty Officer, and from the Woodland Joint Unified School District in 2014 where he was Network Administrator.
Chief Counselor
A California Boys State Delegate in 1972, Tim joined the staff as a City Counselor in 1975. In 1986, Tim moved into the position of County Counselor and in 2004 was named Assistant Chief Counselor. He has held the position of Chief Counselor since 2009. He served as a member of The American Legion Boys Nation Staff for 12 years, retiring in 2023. He is also a member of the Sons of the American Legion where he serves as the Consultant to the National Commander’s Advisory Committee. Tim is a Member of the Board of Directors of The California Boys & Girls State Foundation. Tim retired from his corporate career in the telecommunications industry in 2018. Tim also served 22 years as a Reserve Police Officer, retiring in 1995. Tim’s two sons both serve on the Boys & Girls State Staff.
Deputy Chief Counselor
Bill joined the Boys State staff in 1988 as a City Counselor. In 1997 he became a County Counselor. In 2009 he became Assistant Chief Counselor. In 2023, Bill was elevated to the position of Deputy Chief Counselor. Bill is a member of the American Legion and the Sons of the American Legion. Bill also serves as the Chief Financial Officer of The California Boys & Girls State Foundation. He is retired after a career in the accounting field. Both of his sons and wife are members of the Boys & Girls State Staff.
Administrator
Ted was appointed by the Boys State Commission in 2015 as the Program Administrator. Ted has been the Boys & Girls State Chair for his Post since 2016, and the District 6 Chair since 2018. He is the Chairman of the American Legion California Boys & Girls State Commission and the Secretary of the California Boys & Girls State Foundation. Ted retired from UC Davis after more than 30 years of service. He supported graduate student research at the College of Engineering. After joining the American Legion, Ted was drawn to continue his work in education, which led him to the California Boys State program. Ted has been a member of the staff since 2019.
Assistant Administrator
Ed attended American Legion California Boys State as a Delegate in 1994, Ed joined the staff as a City Counselor in 1996. In 2006, Ed moved into the Administration Office to learn from Frank Baker and "Chic" DeVault and was appointed to his current position by the Boys State Commission for the 2007 program. Ed has been instrumental in bringing new technology to California Boys State to streamline the support functions of the program. He is a member of the Sons of the American Legion. Ed is a software developer for a large California utility company. Ed's father, mother and brother are also members of the Boys State Staff.
Assistant Administrator
Tim Aboudara, Jr. attended The American Legion California Boys State as a Delegate in 1997, where he was elected Justice of the Supreme Court. Tim has been a member of the staff since 1998. He has served as a City Counselor, County Counselor and Lead Political Party Counselor. In 2022, he was named Assistant Chief Counselor-Special Programs. He was one of the leaders of the very successful 2021 Virtual Session of The American Legion California Boys State. He is also one of the leaders of the Task Force that did the planning for our transition in 2023 to American Legion California Boys & Girls State. Tim is a Firefighter/Paramedic at a Northern California City Fire Department. He is a Hazardous Materials Specialist and a recognized national advocate for First Responders who have been diagnosed with Post Traumatic Stress Injury. He is married and has two sons. He is a member of Sons of The American Legion Squadron 338 and is the son of Chief Counselor Timothy Aboudara, Sr.
Assistant Chief Counselor
Nathan Rice joined the American Legion California Boys State program in 2010. Since joining the program, Nathan has been a City Counselor, County Counselor, and served on the 2021 Virtual Task Force. While serving the program, Nathan has assisted with creating the Crisis Response Plan, presenting at the program Police Academy, and presented at the American Legion National Boys State Directors Conference in Indianapolis. Nathan has recently taken on the role of Assistant Chief Counselor for Administration. Nathan is a member of The Sons of the American Legion and comes from a strong military background. Professionally, Nathan is a Police Corporal with a background in Crisis Intervention, Community Outreach, and Mass Casualty Support. Nathan has been a police officer since 2004 and enjoys sharing his passion for his career with others.
Assistant Chief Counselor
Dan Rummel attended The American Legion California Boys State program as a Delegate in 1996. Since then, he has been a counselor, serving as a City Counselor, County Counselor, on the 2021 Program Virtual Task Force, and is now serving as the Assistant Chief Counselor for City & County Operations. In 2022 he was a Party Counselor for The American Legion Boys Nation program. Dan is a member of The American Legion and The Sons of The American Legion. He is also a member of the Board of Directors of the California Boys & Girl State Foundation. Dan served in the United States Navy in a variety of assignments including as a as a Nuclear Electrician, on the USS Enterprise, where he did two deployments in support of Operation Iraqi and Enduring Freedom, Navy Recruiting District San Francisco as a Recruiter and the Nuclear Field Coordinator, the USS Harry S Truman where he did a deployment in support of Operation Enduring Freedom, Naval Nuclear Prototype Charleston as an Instructor, the USS John C. Stennis, and Navy Nuclear Regional Maintenance Department. In April of 2023 Dan retired from the United States Navy after 20 years of honorable service. He is now a Project Manager in the Denver area.
