American Legion California Boys & Girls State Policies


  1. 1. All policies of American Legion California Boys & Girls State (CBGS) shall comply with US Code Title IX.

Any delegate or staff member who identifies with a gender that does not match their birth assigned gender must first discuss their gender identification with the Chief Counselor, who will determine how best to proceed to best support and accommodate participation in the program. Every effort should be made to address this prior to arrival at the program.

  5. 3. Delegates and staff shall wear clothing to always cover both the upper and lower sections of their bodies, unless in their residence hall room with the door closed or in the bathroom. Except while in their residence hall room, all delegates and staff must always wear a program issued shirt. Footwear must also always be worn. If it would not violate your school’s clothing policies, it will most likely not violate our policies.

  7. 4. Delegates and staff, respectively, of the same gender identity, shall be assigned to the same residence hall room (e.g. staff with staff and delegate with delegate).

  9. 5. Delegates and staff shall use bathing and restroom facilities based on their gender identity.

  11. 6. Delegates are not to be in any residence hall bedroom other than the room to which they are assigned.

  13. 7. All gatherings of delegates shall take place in public areas (e.g. recreation rooms, studies, lounges, lobbies, hallways, etc.).

  15. 8. Two staff members must be present when meeting with any delegate(s) privately.

  17. 9. Unless accompanied by two staff members, delegates may not leave the residence hall area (e.g. transiting to/from the University Union).

  19. 10. Unless at least two staff members are present, delegates may not be outside of their assigned residence hall for any reason after lights out.

  21. 11. No form of communication is permitted that demeans or utilizes obscene images or language, or in any way conveys inappropriate comments about any protected status, including, but not limited to race, religion, gender, and sexual orientation.

If any delegate wishes to raise a concern or make a complaint, they should initially do so with their assigned city/county counselor or through the “Concern” button on the CBGS platform main page or chat app. If a complaint is made, the counselor receiving it must immediately advise and brief a member of the Senior Staff, who will determine the next steps to take and follow up with the delegate, if appropriate.

  25. 13. Any delegate has the right to speak to a staff member with whom they are comfortable, within a reasonable amount of time, about any personal matters, and every staff member must respect this right.

  27. 14. Staff may not use private vehicles during the program to transport delegates without prior written consent of CBGS Senior Staff.
